The reservation cut-off date is September 6, 2024. Reservations received after this date will be accommodated on a rate and space availability basis only.
JDS West San Diego is scheduled to end early on Thursday to permit most if not all CONUS travelers to return to their home duty station by the end of the day. The authorized lodging nights are 23–25 September, checking out on 26 September. Only OCONUS travelers or those who have no available options for return flights on Thursday have been authorized lodging on Thursday, 26 September, checking out Friday, 27 September.
Travel
Travelers must utilize the servicing airports at both their residence and TDY location, and must fly in and out of the same airport for both legs of travel. If there are any questions regarding the servicing airport, please contact JCAB. Flight Costs
The Constructed Travel Worksheet (CTW) is now required when Privately Owned Vehicle (POV) is chosen as the mode of transportation.
- If your travel is more than 250 miles per leg, or 500 miles round trip commercial air is the preferred method of travel.

Rail is considered most advantageous to the government . If rail is not available, then travel by rental vehicle is preferable.
Local travelers may claim local transportation public transportation/taxi to/from, POV mileage, parking, tolls, etc.
- Any local traveler with total costs greater than $150.00 per day of travel will require travel approval.
- Local travelers departing from home must subtract their commute miles (mileage between home and work/duty station location).
- Local travelers do not need to create a travel authorization in DTS as long as no DTS reservations are required.

To comply with our Comptroller’s Expiring Funds Calendar, please place orders in DTS no later than 2 September.
The line of accounting is “24 JDS WEST”. Personnel attached to any command in the OJAG/NLSC/OSTC enterprise will find these in their “Shared” LOA selections in DTS, and should select the appropriate one for the event they are attending.
Personnel occupying billets outside the enterprise (i.e. fleet billets) should already see the LOAs in their “Cross Org” LOA selections in DTS. If you’ve received a confirmed quota email, and still do not see the LOAs, please contact jcab_dts@us.navy.mil to have the proper LOA cross-org’d.
In DTS, to address the pre-audit flag for not selecting lodging in the reservation module, select ‘L7 – Conference of Event’ and type in the name of the Event and Hotel.
Please note that attendees approved by their authorizing official to travel via POV will need to complete a Constructed Travel Worksheet. Per JTR guidelines introduced 1 April 2024, Rail cost must be used in comparison to POV mileage cost when determining cost convenience to the government. If Rail is not available to support, a rental car quote must be used instead. POV drivers will be limited in reimbursement to the mode of transportation most cost convenient to the government.

Rental Car
Rental cars are not authorized for individuals who are traveling via COMAIR or Rail, with limited exceptions, since multiple dining facilities are located within walking distance of each venue. For questions, please reach out to the JCAB travel team at jcab_dts@us.navy.mil.
Leave in Conjunction
Travelers may conduct leave in conjunction with official travel. Travel in DTS is ONLY for official travel between the residence and TDY location.
