Mr. Daniel Barnes, Military Personnel Division, 2013 Senior Civilian of the Year
As Deputy Director and Supervisory Human Resource Specialist, Barnes demonstrated exceptional foresight, superb technical expertise, and leadership founded upon mutual respect and caring. Barnes was the principal driver behind the annual Community Self-Assessment Brief to the Chief of Naval Operations. He also developed a comprehensive and compelling platform to secure Navy leadership support for crucial JAG Corps programs and initiatives. He was the workhorse behind a strategic manpower review, a headquarters realignment effort, and the FY14-17 manpower growth plan. Barnes’ analytical precision provided a rock-solid foundation for strategic JAG Corps leadership decisions. He was instrumental to the launch of the Navy Victims’ Legal Counsel (VLC) program and his efforts positioned us to obtain fully-funded VLC billets one year ahead of schedule, notwithstanding Navy-wide manpower reductions. Unparalleled in her work ethic, Brown distinguished herself as a Legal Assistant to the Special Assistant United States Attorney (SAUSA) and Civil law Legal Assistant, RLSO SW. In 2013, she managed an impressive caseload of 1,507 SAUSA cases, and assumed the lead on three felony-level investigations on behalf of the U.S. Attorney’s office. In these cases, Brown gathered evidence, interviewed witnesses, and prepared the complaints for the AUSA and the SAUSA of record. Due in large part to her diligence in gathering evidence, all three cases resulted in guilty pleas. Additionally, as the Civil Law Legal Assistant, Brown streamlined the process for review and approval of requests for 74 fundraisers and promotional activities on board Naval Base San Diego (NBSD). Through the excellent working relationships she fostered with base security and tenant commands, she also improved and enhanced the procedures for service of process and property repossessions, facilitating 220 requests for service of process and 12 property repossessions on board NBSD. Her actions significantly increased efficiency for RLSO SW, NBSD, and all those involved in these processes.
